Scheme for Formal Approval Lynton Old Town Queen Street Environmental Enhancement

Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.
Recommendation: It is recommended that the scheme shown on drawing number EATS(N) 501-03-00 be approved at an estimated cost of 64,000.
1. Summary
The report seeks approval for an environmental enhancement scheme at Queen Street, Lynton. The scheme entails creating a shared surface over the top end of Queen Street for approximately 60 metres from the junction with Lee Road. This will enhance the appearance of the streetscape and make the area more attractive to visitors.
2. Background
Lyn and Exmoor Vision, a parish partnership covering Lynton and Lynmouth and surrounding area commissioned the David Wilson partnership to undertake a study of streetscape improvements of Lynton Old Town. One of the recommendations of the study was that part of Queen Street be remodelled to provide a more attractive entrance to the street from Lee Road by developing a shared pedestrian/vehicle surface.
The proposal has the support of the National Park, Town Council and local businesses.
3. Proposal
The scheme entails, redefining the junction of Lee Road and Queen Street to provide enhanced pedestrian space on Lee Road, enhancement of the footway at the base of the flight of steps leading to the church by introduction of brick paving, improved highway drainage and resurfacing of approximately 60 metres of Queen Street with an enhanced aggregate surfacing.
4. Financial Considerations
The estimated cost of this scheme is 64,000 to be funded from the Towns Villages and Rural Communities part of the Local Transport Plan Programme 20010/11.
5. Alternatives Considered
A range of options were considered whilst developing the proposal. This scheme was designed iteratively in dialogue with an urban designer who engaged with the local community. The scheme as proposed best meets the objective of environmental enhancement of this area whilst balancing safety, cost and environmental impact.

By improving opportunities for walking this scheme will have a positive impact on sustainable travel patterns.

The scheme will not have a significant effect on carbon emissions.

There are no legal implications to be considered.
10. Reasons for Reaching the Recommendation
This scheme enhances the built environment of the centre of historic Lynton Old Town and will make the area more attractive to the local community and visitors and links to economic and tourism objectives.
